Dog Control Policy & Dog Control Bylaw Review

Bylaws are rules made by Council under the Local Government Act 2002 (the “Act”). They are created for the purpose of:

• Protecting the public from nuisance;
• Protecting, promoting, and maintaining public health and safety; and
• Minimising the potential for offensive behaviour in public places.

Bylaws are also made to regulate activities such as solid waste and to manage, regulate and protect Council infrastructure from damage, misuse or loss, including the public water supply network and cemeteries.

We review our bylaws every few years to ensure they remain current and fit for purpose.

Before we prepare a first draft we're keen to hear your thoughts on how the current bylaw could be improved. What's working well, what isn't working well, and is there anything else you think we should consider?

The Dog Control Bylaw 2014 gives effect to the Dog Control Policy. It contains general provisions relating to the control of dogs in the District and deals with fouling dogs and circumstances where dogs may be impounded. The bylaw also defines certain areas where dogs are prohibited, where dogs may be kept on a leash and dog exercise areas. The bylaw also generally limits the number of dogs that may be kept on a property in urban areas to two unless special permission has been obtained from Council.
